The starting point
A challenge to work through together.
Severe weather creates a simulated need to relocate selected patients after a utility disruption. Staff deploy agreed equipment, move actors or manikins along approved exercise routes, and coordinate receiving-site handoffs in a controlled training setting.
Who takes part
Facility leaders, clinical and support teams, preparedness, facilities, participating transport/EMS teams, and receiving partners.
What teams practice
Decisions with a purpose.
Activate & organize
Establish incident coordination, assign responsibilities, and stage participating personnel and resources.
Move & track
Demonstrate preparation, movement, and accountability using simulated patients and approved routes.
Coordinate handoffs
Work with transport and receiving partners to share status and complete documented transfers.
Account & stabilize
Reconcile patient and resource records, identify remaining needs, and plan continuity and recovery.
How the exercise unfolds
Three stages, tailored to your team.
Activate & stage
Organize teams and resources.
Move & receive
Deploy, track, and hand off.
Reconcile & recover
Confirm status and next steps.
Duration and scope follow the objectives, sites, and committed resources. Actual staff and equipment deployment requires site planning, controllers, evaluators, safety measures, and protection of live care.
This format includes actual movement of participating personnel and equipment. Planning establishes approved exercise areas, accessible routes, simulated patient information, safety oversight, and stop-exercise procedures. Partner commitments are agreed before conduct.
Put the learning to work
What your team takes forward.
Evaluator observations, tracking and handoff findings, participant feedback, and an After-Action Report/Improvement Plan with assigned corrective actions.
Planning establishes the objectives, participants, resources, and evaluation criteria using the Homeland Security Exercise and Evaluation Program (HSEEP) framework.
Make it relevant to your team.
Bring your risk assessment, plans, and the decisions or capabilities you want to practice.
